Before you enroll
Important DOT Program Information
Your company must designate a DER.
The Designated Employer Representative (DER) must be the employer or an actual employee of the employer. A service agent / C/TPA cannot serve as your DER. We can provide orientation and program support, but safety-sensitive removal decisions remain with the employer.
FMCSA Clearinghouse query plans are purchased by the employer.
Employers purchase their own Clearinghouse query plan directly from FMCSA. The current individual query rate is $1.25 per limited or full query; C/TPAs cannot purchase query plans on an employer’s behalf.
Consortium enrollment is not the same as paying for every future test.
Your annual enrollment covers program participation and support. Testing charges apply separately when a specific test is required.

Do owner-operators need a DOT random consortium?
If you are a single-driver owner-operator operating a CDL-required CMV under your own authority and are not leased to another motor carrier, FMCSA guidance requires you to participate in a consortium random testing pool.
How much does enrollment cost?
1 driver is $99/year. For 2–5 drivers, the rate is $89 per driver/year. For 6–20 drivers, the rate is $79 per driver/year. Fleets with 21+ drivers can email us directly for a custom quote.
Are drug and alcohol tests included?
No. Testing fees are billed separately when a random or other required test is needed.
What information do I need to enroll?
Have your company or owner-operator name, USDOT number, MC number if applicable, contact details, mailing address, and driver roster ready. Driver roster details should include name, CDL number, CDL state, and date of birth.
What happens if I am selected for a random test?
We notify the appropriate company contact and provide testing instructions / coordination. Random selections must remain unannounced.
Can you serve as my DER?
No. DOT rules require the DER to be the employer or an actual employee of the employer. A service agent cannot serve as the DER.
