How does a DOT random consortium work?

A DOT random consortium combines drivers from multiple employers into one larger testing pool. Drivers are selected through a scientifically valid random process at scheduled intervals. If a driver is selected, the employer is notified and the test must be completed within DOT timeframes. Consortium participation helps small fleets and owner-operators meet DOT random testing requirements without managing the program independently.

How often are drivers selected?

Random selections typically occur on a quarterly basis. Selection frequency is determined by DOT-mandated testing rates and randomization—not by the TPA or employer. A driver may be selected more than once or not at all within a year. All selections are conducted using a DOT-compliant random process.

Does the monthly fee include drug or alcohol testing?

No. Monthly TPA membership covers program administration, consortium management, compliance support, and recordkeeping. Drug and alcohol testing fees are billed separately and only when a test is required by DOT regulations.

Can owner-operators enroll in the program?
