While DOT regulations do not require every employer to use a Third-Party Administrator (TPA), most small fleets and owner-operators choose a TPA to ensure their Drug & Alcohol Testing Program is set up correctly and remains compliant. A TPA helps manage consortium enrollment, random testing administration, documentation, and audit preparation—reducing the risk of costly compliance errors.
A DOT random consortium combines drivers from multiple employers into one larger testing pool. Drivers are selected through a scientifically valid random process at scheduled intervals. If a driver is selected, the employer is notified and the test must be completed within DOT timeframes. Consortium participation helps small fleets and owner-operators meet DOT random testing requirements without managing the program independently.
Random selections typically occur on a quarterly basis. Selection frequency is determined by DOT-mandated testing rates and randomization—not by the TPA or employer. A driver may be selected more than once or not at all within a year. All selections are conducted using a DOT-compliant random process.
